I have been back to the Highpoint Estate again tonight to borrow documents from local residents which demonstrate their claim that the MoJ is liable for the upkeep of the roads around the estate.
Local people say when they bought their homes the arrangement was they paid a sum equivalent to 1/78 of the purchase price to the prison/Home Office towards the maintenance of the roads … but no repairs were ever undertaken.
Among the files I collecetd tonight is a letter from the Building Sureyor – Estates, for HM Prison Services, dated 1997, telling a householder:
You are also required to pay a fair and reasonable proportion of the cost of keeping in good repair, the roads, pavements and sewers.
That would, to me, seem to prove our argument
